Considering Walls on the Site

Full Perimeter
South Wall.  As long as it is a wall that is full of frames that enhance views then this is the best configuration.  It provides optimal sun screening.  It provides good drainage,  It enhances a larger space between OWD, Burns, Chamber Bldg, building supply, and City Hall.  (A container and a frame)
North Wall.  Creates a space between Burns and Wrigley.  Open to RR service area. (not good)
East Wall.  This should be articulated as a joint in space or a frame for focusing or projecting activity.  (a screen or threshold)

The North edge of the city is the Burns Building.  A Northern wall makes two spaces and separates the site from Main Street.  A wall along the Southern edge of the site seems quite beneficial.  The Eastern edge can be articulated to good effect, though it should in no way subdivide the space bounded by Main Street, the Southern edge of the Burns Building, and OWD.  This 30,000 space makes a great event area and still offers 13,000 sq ft of daily parking for OWD employees.
